As she said. Ansem and Xemnas are essentially the same person. Except Ansem was really Xehanort, and Xemnas is Xehanort's Nobody...
And if you played Birth by Sleep, you discover Xehanort was really Terra, who had his body taken over by Master Xehanort.
THAT cleared everything up.
